3. How to address the key issues and barriers

The strategical and its associated PESTEL analysis will identify a range of issues to address. The route-map needs to capture the experience and expertise and advice of the pilot project about how to address these issues.

To address the identified barriers in the PESTEL analysis we have identified four common themes: stakeholder engagement, policy and legal considerations, finance and technical / practical issues. Every upscaling project will have its own unique set of barriers to consider, so here we provide you with lessons, tools and examples from the SUPERB to help you address these themes. It is likely that not all the barriers will have been considered during the demonstration project and that you may lack specific expertise to address some barriers. However, the identification of issues related to successful restoration at scale is a critical step that needs to be communicated to those taking your work further.

1. Stakeholder engagement

This section of your upscaling route map should capture learning from the pilot in relation to stakeholders important for upscaling. Below we suggest how you can inform those taking your work forward by providing starting points for stakeholder engagement and the tools and techniques that have been developed within SUPERB

2. Policy and legal considerations

This section of the route-map should cover the role of key regional, national and international policies and regulations that are likely to impact upscaling, and what you have learned from your project in this respect.

3. Financing

Funding is likely to be one of the main barriers to upscaling restoration and you need to provide an initial analysis of available options to guide those implementing larger projects. The funding landscape is diverse and will vary significantly by location and over time. 

4. Technical

Based on your practical experience during the pilot/demonstration project you should summarize critical information on applied methods, equipment, needs for trained personnel and other aspects relevant for upscaled restoration. This should include critical knowledge- and resource gaps identified during the pilot and how these can be addressed during upscaling. But remember always to consider your audience – many upscaling stakeholders will just want the information on the key things you have learned, rather than detailed methods and analyses.
